This little guy found an exotic nectar soure.
The German 🇩🇪🐝 wasp (Vespula germanica) is easy to identify because of the three little black dots on the yellow front part of the face (maybe a little hard to see here when you don't zoom in). It can be found in most parts of the Northern Hemisphere 🌎 - it is native to Europe, Northern Africa and temperate Asia.
Strelitzia reginae on the other hand is a monocotyledonous flowering plant 🌺 indigenous to South Africa (the Cape Provinces and KwaZulu-Natal). Common names include strelitzia, crane flower or bird of paradise. Under natural circumstances flower and insect shouldn't have met. 🎓 But humans make it possible. In this case in the botanical garden🌱 of Bonn.
