Philip Joseph Christopher Aloysius Regan was born May 28, 1906 in Brooklyn, New York. He married his wife, Josephine Dwyer, at 17 (the marriage resulted in 4 children) and worked an assortment of jobs before he joined the New York Police Department. He sang for CBS' George Burns and Gracie Allen radio program as part of the Guy Lombardo orchestra after he was discovered at a charity event hosted by vaudeville producer Anatole Friedland; he was given the sobriquet the Singing Cop at this time. His first film appearance was a bit in Universal's Moonlight and Pretzels (1933) which was filmed at the Astoria studios in New York. He left for Hollywood under contract to Warner Brothers and was cast in small supporting roles in films like In Caliente (1935); this still of him and Dolores Del Rio was from this film. He signed with Republic in 1936 and they starred him in several musicals through 1939. After WWII, he went to Monogram and appeared in 3 films for the Poverty Row studio. His final film was MGM's Three Little Words (1950). Regan then pursued a career in public relations before retiring in the mid-1950s; he was a strong supporter of the Democratic Party and corporate lobbyist in addition to being a noted mediator in labor and underworld predicaments. Come the late 1960s, he switched party allegiance when he supported Ronald Reagan in the race for the California governorship. He lived in Palm Springs and Santa Barbara where he was convicted of bribery charges related to a crooked real estate deal; he spent a year in jail. So something special happened tonight... My "favoritest" Uncle retired from his position as police chief in the city I grew up in. I got a chance to sit back and see him interact with many of the other people who's lives he has touched over the years and in doing so it touched my heart. We all leave our mark on the world in one way or another, I know the city of River Oaks will never be the same Uncle Avin!
